Israel will need to be more self-sufficient in water in anticipation of a two-state &#039;solution&#039; when the aquifers of the Golan heights are returned to Syria and the West Bank to a new Palestinian state. Perhaps more water will be allowed to flow into the Jordan eventually?</description>
