“Climate change is affecting harvests here,” says Rajinder Sidhu, dean of the College of Basic Sciences and Humanities at Punjab Agricultural University in Ludhiana. “The frequency of droughts is increasing. In the last 10 years, we’ve had three severe droughts: in 2003, 2009, and 2012. There is a deficiency in precipitation that can be measured. In 1997, we had 650 millimeters of rain.
