But Rajeev Bansal, executive engineer of the Haryana Irrigation Department, questions the sustainability of a policy that is focused on removing as much risk from the grain-producing economy as possible by providing farmers with free water and electricity, as well as highly subsidized seed, fertilizer, and farm chemicals.
