One of the research and development initiatives that the Trump administration has apparently left untouched is the Energy Department’s $8 billion program to encourage development of  “hydrogen hubs” to produce more of the liquid fuel that has no carbon emissions. Hydrogen can be used in fuel cells to power vehicles, burned to generate electricity, or to heat manufacturing processes and buildings.
