A windmill may conjure fantasies of quaint Dutch pastoralism, but to some farmers in California they still serve a practical purpose. In rural areas where water bills are rare, residents must be more aware of their source and how they tap it. Business, real estate and construction lawyer Robert B. Jacobs suggests this awareness remains essential for city slickers thinking of investing in such land.

Many city dwellers don’t know this, but the recharge rates of wells can vary from month to month and from year to year. What happens when a city dweller buys a rural property and relies on a well inspection report, only to find that the well recharge rate goes down? In such a situation, buyers can be surprised, disappointed and frustrated. This is a situation well-suited to misunderstanding, and misunderstanding can lead to a legal dispute.
