LANSING, Michigan — Michigan’s House and Senate each passed bills Wednesday to protect Great Lakes water from diversion to thirsty outsiders in the future but stopped short of approving legislation required to implement the eight-state Great Lakes Regional Compact. Environmental groups said the move was a step forward, but without teeth.
